Dr. Solange is a public health expert with 18years of experience in the public sector, Civil Society and Development Aid sector. She currently is the Chief of Party for the national USAID flagship Health Systems Strengthening (HSS) project named USAID-Rwanda Integrated Health Systems Activity (RIHSA), designed around the axes of increased financial protection and access to quality essential healthcare services and health facilities accreditation. She also stands as Palladium Country Manager, overseeing two Palladium projects implemented in Rwanda.
She is the co-Chair of the Africa Healthcare Agenda International Conference (AHAIC) Commission, composed of a team of seasoned Health Financing Experts, that produced “The State of UHC in Africa” 2021 Report.
Before this USAID position, Dr. Hakiba served the Government of Rwanda in several leadership positions, the latest being Deputy Director General in charge of Social Security Benefits in the Rwanda Social Security Board (RSSB). As such, she strategically managed five (5) schemes among which the Old-age Pension scheme and two health insurance schemes respectively designed for the formal sector (enrolling both public and private sectors) and the informal sector (community-based health insurance). She also chaired the national Rwanda Health Insurance Association (RHIA) for a period of three years.
Prior to this, Dr Hakiba served as the Permanent Secretary in the Ministry of Health and Chief Budget Manager for the national health sector.
Fun Fact: Since the successive COVID-19 lockdowns that we went through, I developed a new love plants and flowers, they fill me with joy and serenity. I also have an imaginary life on Pinterest where my home is always clean, very well decorated, where I cook healthy food and exercise daily….haha!
