Frances Ilika is a Health Systems expert and Health Economist, with over 17 years’ experience in driving development reforms. She has a Medical Doctor Degree from Nigeria, and a master’s degree in health economics from the London School of Hygiene and Tropical Medicine. She also has additional certifications in Leadership and Business Strategy from Harvard University, Johns Hopkins Bloomberg School of Public Health, and Wharton Business School. 

Frances has provided technical and managerial leadership in several USAID and FCDO, funded development projects where she led multisectoral teams in advancing Health Systems Strengthening, Universal Health Coverage and the Sustainable Development Goals. Some of these projects include the USAID Health Finance and Governance project and the USAID Health Policy Plus project, where she was the Country Director. She is currently the Director of Health Systems at Palladium, where she provides support to countries globally in advancing improved and equitable health systems.
