Hephsiba Korlapati, is an Officer of the Indian Administrative Service, 2011 batch, Karnataka cadre. She holds a Bachelor’s degree in Public Administration and Geography from Osmania University and a Master’s degree in Geography from the Delhi School of Economics. She also has a Master’s degree in Public Policy from IGNOU in 2013. She is currently posted as Joint Secretary, Infrastructure Development, Ports and Inland Water Transport Department, Government of Karnataka from February 2022. Hephsiba was previously posted as Managing Director, Bengaluru Smart City Limited, during 2019-2020 & was given charge as Special Officer, BBMP COVID-19 War Room for COVID-19 Management. This is the first War Room set up in the country and received Innovation Award in the India Smart Cities Awards Contest (ISAC) 2020 for the development of the first software tool, called the Index Application for data integration.
As Deputy Commissioner & District Magistrate, Udupi, sne helped set up a women’s lounge in the DC office, the first collectorate in the country to have it, prepared Coastal Tourism Master Plan along with revenue, flood management, and significantly election work as Returning Officer for Parliamentary elections in 2019. She has worked across Karnataka in several sectors – Urban Development, Urban Infrastructure, Rural Development, Education, and Transport to name a few, at the cutting-edge level and has hands-on experience in design, procurement, and implementation of projects – infrastructure and social infrastructure projects.
Hephsiba has received the Swachata Hi Seva award 2017, CITIIS challenge award 2018 for Project Conceptualization of Green Mobility corridor at Hubballi Dharwad Smart City, India Cycles 4 Change award 2021, Innovation Award for COVID Management in 2022 from the Ministry of Housing and Urban Affairs during field assignments for impactful work. She has an interest in Urban Studies, Urban Economics, Administration & Policy Studies, Sustainability & Development Studies, Health (Public and Planetary), and Gender issues.
